"Guarantees" of access to nuclear fuel

Cyrus Safdari:Guarantees" of the ability to purchase sufficient fuel for nuclear power programs would not be worth the paper they're written on. First of all, it would only be natural for the powerful states to seek to use such an arrangement this as lever in their own favor. Second, Article 4 the NPT itself was supposed to be a similiar "guarantee" -- and look how easily that's being undermined by the political influence and pressure of the US in the case of Iran, and how analysts are claiming that Article 4 doesn't actually mean what it plainly says...

No country would willingly allow its most fundamental interest -- its energy security -- to be held hostage to outside powers. That too is only natural.
